Yes. Each song has rightsholders (songwriters, labels) that must approve usage by providing a sync and/or master license. You will always need approval on the composition from all songwriters. If you use a recording, the record owner will have to approve.
The cost to use a song depends on a lot of variables - term, territory, paid media, and also how popular the song is. There is not a rate card for usage. Contact us for more information.
